The Local Government Licensing Forum was formed in 1996 by a number of Local Government Officers from various professional backgrounds, to enable officers; to exchange information, to give mutual support, to provide training in licensing matters, and to act as a collective, respected and powerful voice at government levels on areas of concern. In 2003, recognising the continuing needs for a professional organisation to serve the interests of practitioners in local government and elsewhere (such as the police, private sector and the legal profession) the Institute of Licensing was incorporated as a company limited by guarantee.

The Institute is a national organisation (England and Wales), with a Board composed of several national officers (chair, treasurer, education adviser, secretary and news editor) as well as the chairs of each region. Accountable to the membership they set general direction and policy and work for the purpose of co-ordinating national activities, responses to government proposals, running the Annual Conference & Training Event, and promoting recognised licensing qualifications.

Membership is open to corporate members with an interest in licensing, or to individuals with either a recognised licensing qualification and/or demonstrable competence in various fields of licensing work. Individual membership is available on a Full, Associate or Retired basis.

The public area of the website contains some generic advice to members of the public on local authority licensing. The member's area allows access to current and previous copies of the Institute's popular publications Licensing Circles and Licensing News; events listings, and bulletin board - the first 'growing' electronic licensing resource where members can post views, questions and answers on all topics related to their work.
