
Celina Colquhoun is a member of Gray’s Inn and was called to the Bar in 1990. She specialises in all aspects of Planning, Environmental and Compulsory Purchase Law; Highways, Local Government & Public and Administrative Law as well as Licensing Law. She is a member of PEBA, ALBA, CPA and the UKELA.
She is recognised as a leading planning junior in Chambers & Partners 2010 which describes her as “a very bright, reliable barrister who is fast making quite a name for herself." It also remarks upon her “considerable degree of experience in planning development and compulsory purchase orders (CPOs), and is also extremely skilled in matters involving highways”.
Celina acts for and advises public bodies and private parties. Her career had a significant grounding in large infrastructure planning and highways projects and in particular represented the Highways Agency and the Government’s Airports Policy Division at the Heathrow Terminal 5 inquiry. Thereafter her practice expanded considerably and she now covers a wide variety of property and environmental matters as diverse as CPOs, Highways Orders, Local Development Plans, Waste Management & Pollution, Licensing, and Sewers & Drains. Most recently she advised a number of authorities upon the submission and drafting of the London Permit Scheme for Road Work and Street Works which received the Secretary of State’s approval in October 2009.
Celina regularly gives lectures in her fields. She has presented an annual update to the RTPI on Planning and Enforcement issues since 2005 and took part recently in the Roger Tym & Partners annual seminar on Evidence Base and Monitoring Best Practice for the RTPI. In 2009 she has also presented papers for CLT on Statuory Utilty Rights and on S.215 Notices . She has also lectured in the past on LDFs Compulsory Purchase, Planning Obligations and Highways Law. She conducted expert witness training courses for a number of years on the preparation and presentation of evidence at inquiries. In addition she is the author of an online professional development training course on Planning Enforcement Law for “You to Coach”.
